worksheets.add(sheetname, position)

I am starting with an Excel workbook that already contains a sheet, that serves as the 'Legend'.  I need to insert sheets in front of the Legend, continuously pushing it down as I go.  I had this working using the 0.60 release.  However, I had to upgrade to the 0.64 because mouse-over comments weren't displaying.  Now that I have upgraded to 0.64, it is always adding the new sheet to the end, even though inserted using the code that had previously worked.  Here is the code snipped in VB.Net

Dim objCurWS as IXLWorksheet = ObjWorkbook.Worksheets.Add(strNewSheetName, ObjWorkbook.Worksheets.count - 1)

Anyone know why this wouldn't work?
